I love where I live. and care about my neighbors. Sadly, the owners are in it for the money (cash cow) and show no empathy, even love, for the elderly in the park. Some residents are on fixed income, many are disabled, and sadly a few have onset dementia. This community has a high turn-over of residents due to death.

Why would any company or entity purchase an over age fifty-five community (senior community) and not care about the residents or park as a whole?

The park was purchased in 2016 and has suffered maintenance issues which have gone unrepaired since the company took over. [They] had tried to make us pay for road repaving and/or resurfacing. We voted that down.

In the meantime, [they] are attempting to fill thirty-five new home sites. [They] are pouring money into that venture, while the original park roads are dilapidated. Other infrastructure issues go unrepaired. The trees which make our park beautiful have not been trimmed in eight years (unless a resident pays for the service). Many are overgrown and spindly. Branches are falling on a regular basis and widow-makers abound ... Injury, property damage, and even death is possible.

Most residents have moved here to live out the rest of our lives after raising families and retiring from our careers. There are widows, widowers, and a few couples. We look out for each other as best as we can. IPG needs to do their part.

Someone wrote: Anyone have any ideas or suggestions concerning our seniors having to leave this county because there’s no affordable Care homes up here? For those that don’t know, Medicare pays for 100 days of care. If you have an extended care policy, that will help for a couple of years. It cost at least $175 a day for care.
No one seems focused on the seniors having affordable places to live out their life. Several buildings have been purchased by the county to house the homeless, but nothing for the seniors.
This is not a homeless versus seniors. So don’t go there and no politics.
If anyone has any ideas, please post, I want my friends back in Tuolumne County

I replied: This county (and many others) does not care about Grandma and Grandpa. The county's few facilities are overpriced and unaffordable for most elderly people. Greedy Corporations are buying up the few senior communities, and even with a "Rent Control Ordinance" in this county, these corporations find other ways to take advantage of Grandma's and Grampa's limited income. For example, Mill Villa Estates in Jamestown, a once very affordable place for seniors to retire, is owned by a corporation that cares nothing for the residents. They are continually looking for and/or finding ways to jack up the costs of utilities, i.e., water rates. [They] are considering making the residents pay for the corporation's required operating insurance costs. This once beautiful (it still has some great character) mobile home park is in dire need of many infrastructure repairs, and the streets are crumbling. The water system is in constant repair, and recently, the water has been found to be filthy with mud and silt. The owners of this park are an investment property group known as IPG, based out of UTAH with a satellite office in Irvine, CA.
Gee, wiz, the residents should be thankful they have a place to live. Well, not for long for some. IPG finds ways to increase its bottom line on the backs of Grandma and Grandpa and eventually forces them out of their homes (some have lived here for over forty years) due to living costs exceeding income.
There is not one entity or government agency that will advocate for the seniors in this state, and I do not blame the governor for this. The one agency that is supposed to assist in ALL matters of mobile home parks in California is mired in bureaucracy. The Housing and Community Development Department (HCD) does not take the time needed to investigate these wealthy and greedy corporations.

Brand new manufactured homes are set up nicely and are priced quite reasonably. The views are spectacular and the homes interior and exterior are really nice looking. More people should check them out.

I have lived in Mill Villa estates for 10 plus years. Since the new owners have come in and done new construction. Which is very shabby construction. Melvilla has changed. The new owners only care about their new mobile homes. We have had two close calls with fires. Are fire safety here needs to be addressed. Their new homes are too close. Like I said it used to be a great Park not anymore.

We moved from Monterey County to Tuolumne County 4.5 years ago. We are always excited to find adventures with new roads, new trails, and new friends that are always around the next corner.
Mill Villa Estates is and was a very special find when we decided to relocate. We are proud to call it our “Neighborhood “. It has a small village atmosphere yet located close to both Jamestown and Sonora.
Mill Villa Estates retirement community provides us with that “small village” feel but our community amenities abound. We are fortunate to have access to a community recreation room onsite, game room, swimming pool, and sauna/spa.
Construction is underway. New construction and new homes are coming! We look forward to new neighbors, new friends, and interesting events that will eventually take place.
Our on-site Manager is very conscientious about keeping our community apprised of what is transpiring during this new growth. Of course it’s very active and ever changing with new challenges on a daily basis during new construction. Luckily, we are as informed as is realistically possible. Keep up the good work!
Mill Villa Estates is a very unique mountain town community. I am proud to coin myself a very satisfied “Mill Villager”.

Our Jacuzzi has been out of service for FOUR months.
No rent decrease due to the inconvenience.
Our retaining wall is caving in. I reported it over a year ago.
Our manager was very organized, I’m not quite happy with our new mgmt company.
Time will tell.
I feel like we should be compensated for facilities we can’t use. It’s only fair.

I’ve lived here since the late 90s and seen many owners but IPG, our new owners are money hungry and have absolutely no care for seniors. They have owned this park for 3 years and haven’t done any maintenance. They are only spending money on things to beautify the park so new owners will think it’s a beautiful place to live. Oh sure, it’s a beautiful place to live in the hills but buying new chairs to place around the pool or new curtains for the clubhouse does NOT maintain the property. There is one lady doing all of the maintenance around the park. She does weed and leaf cleanup, maintenance in the clubhouse, She is doing the work of 3 men( and at one time we had 7 or more men to do cleanup) but because IPG is so cheap they don’t hire anyone else. Now they want us to pay for road repair…road they have torn up because they pllacing 32 new mobile homes in the park. They want US to pay for what they’re calling pass-through and it’s their responsibiity to pay such expenses. They’re using scare tacics by sending letters to us threatening us if we don’t say “yes” on a ballot they’ve sent out they MAY or COULD charge us much more money in the future. . IF you’re thinkig of living here PLEASE for your own sake check out IPG investment. I guarantee yu won’t want to live here. Oh, and you won’t move in with Rent Control as I did. You will pay a higher rent and remember without Rent Control IPG can raise your rent any time they choose to do so. Please check out the park before moving here and talk to the peope who live here.
